They may be the leader of a particular project or community, but their contributions transcend the day-to-day operations of a Community Leader or policymaking done as a Super Moderator. Community Administrators primarily facilitate the legislation and execution of Smog site policy. Oftentimes they are not leaders of a specific section or project on the site, but have a presence and/or renown in the greater Smog community, with an understanding of how subcommunities and policies intersect and collaborate to keep Smogon running efficiently.
